Checked the website of Philippine Embassy in Berlin and as of this date, it states: ALL INTERNATIONAL PASSENGERS ENTERING THE PHILIPPINES ARE STILL REQUIRED TO REGISTER THROUGH THE ONEHEALTHPASS PLATFORM. (official site: onehealthpass.com.ph)
However, onehealthpass has been replaced with eTravel which can be frustrating if you do not know about this because if you go to onehealthpass, it says only that the site cannot be reached.
Anyway, for Filipinos travelling back to Philippines, Balikbayan privilege includes exemption from Travel Tax provided that their stay in the Philippines is one year or less.
In summary: things to bring are Passport, etravel registration, return plane ticket, aufenhaltstitel/residence ID and vaccination card.
